MONTEREY SELECT BOARD
MINUTES OF THE MEETING OF JUNE 7, 2004
The regular weekly meeting of the Monterey Select Board was opened at 8:30 a.m. with members Jonathan Sylbert (Chair) and Michael Storch present. Michèle Miller was absent from the meeting.
· In attendance for a portion of the meeting: George Emmons of the Monterey News
· Memorial Day Coordinator Linda Thorpe was present to review the Town’s observance of Memorial Day on May 31. In other business, there was a discussion of the procedure to be followed for scheduling substitute clerical help for Town Offices.
· The Board met with Chief Gareth Backhaus to review Police Department items. There was discussion of the expenditure of Police Department grant money for FY 2004 for the purchase of a radar device, which was voted down under Article 25 of the Annual Town Meeting Warrant of May 1, 2004. Sylbert was opposed to the expenditure because of the Town vote; Storch supported the expenditure because otherwise the monies would be lost as of June 30; the deciding vote on this item will be that of Selectwoman Michèle Miller.
· The Board met with Director of Operations Maynard Forbes to review Highway Department items. Forbes asked that the Solid Waste Committee make its recommendations to him in his capacity as Transfer Station Manager [see Minutes of May 3, 2004]; the Board will so instruct the Solid Waste Committee.
· Carol Edelman of Hupi Road inquired about the progress of work on building permit applications.
· Janet Cathcart, President of the Lake Garfield Association, met with the Board to discuss the celebration of LakeFest, which is scheduled for Saturday, August 28 (rain date: Aug. 29). Cathcart asked that the Town co-sponsor the event and provide support, coordination and insurance coverage. The Association will work with the Fire, Police and Highway Departments on all aspects of safety, traffic, parking, fireworks and beach activities. Cathcart will also meet with the Park Commission in this regard. In other business, there was discussion of the Purple Loosestrife Project for Brewer Pond, which the Lake Garfield Association will be monitoring under Article 19,
approved by the Town at the Annual Town Meeting on May 1, 2004.
· Muriel Lazzarini, a past member of the Select Board, submitted paperwork sent to her (in error) by the State Department of Housing stating that the Town has no affordable or subsidized housing. Lazzarini suggested that the Town respond with its own inventory, including the tax-free subsidized housing at Gould Farm. There was
discussion regarding the possibility of reducing building permit application fees on a sliding scale according to the cost of construction.
· Barry and Marjorie Jaffe were present to respond to the stop-work order placed by the Building Commissioner on their property at 163 Hupi Road. The Jaffes stated that their barns had been replaced as a casualty loss and were relocated to a new site in order to save three maple trees. Building Commissioner Don Torrico joined the discussion and outlined the non-conformance issues, as follows:
1. Building should not have been demolished without a report from a structural engineer
2. Building is not on the original footprint and none of the original foundation has been used
Torrico recommended that the Jaffes apply to the Zoning Board of Appeals for a Special Permit (which would address the footprint issue). The Board will meet again with the Jaffes on Monday, June 14, at 10:30 a.m.
· At 11 a.m. the Board opened sealed bids for the purchase of a 2004 or newer cab and chassis truck for the Highway Department. One bid was received as follows:

No bid was awarded, pending recommendation of the Operations Director.

· The Board met with Administrative Assistant Bonnie Tedder to review Town Office items. There was discussion of Tedder’s work for other Town boards. It was determined that Tedder is to be reimbursed for any work performed for the Solid Waste Committee; said reimbursement is to come from the Solid Waste Committee budget.
· Highway and Treasury Warrants were signed.
· The clerk was given instructions regarding correspondence.
· The Minutes of May 24, 2004, were approved as written.
· It was unanimously voted that the meeting be adjourned (12:20 p.m.).
